Program Summary
The goal of USAID CEP is to leave behind stronger, more cohesive and resilient partner
communities in Irbid, Mafraq, Tafileh, and Ma’an. This goal will be achieved by working through,
and building the capacity of, Community Enhancement Teams (CETs), municipalities/local
governments, and Community Based Organizations (CBOs) as key stakeholders to:
Engage in a continuous, conflict-sensitive participatory process of identification and prioritization of stressors;
Develop immediate and long-term solutions by accessing available resources through collaboration and partnerships with relevant stakeholders (including, when appropriate, informal leaders); and,
Utilize effective and transparent communication mechanisms in support of increased community cohesion.
USAID CEP uses a transparent mobilization process as the entry point into partner
communities, conducting household perception surveys and facilitating community-wide
meetings to identify key stressors facing communities and form a Community Enhancement
Team (CET). Throughout the life of the program, the CET serves not only as a key stakeholder,
but also as USAID CEP’s primary counterpart. To affect the necessary behavior, change to
achieve the intended goal of leaving behind stronger, more resilient communities, USAID CEP
implements three sets of integrated activities:
Community Engagement: Working closely with the CETs, USAID CEP facilitates the design and implementation of solutions for prioritized community-identified stressors.
Networking: Networking activities are designed to strengthen the key stakeholders’ ability to form partnerships, mobilize additional resources, share experiences, and strengthen intracommunity cohesion.
Conflict Management and Mitigation (CMM): To ensure that key stakeholders are equipped to operate in a fluid, complex environment and can effectively respond to emerging challenges, USAID CEP incorporates basic CMM training and offers a response mechanism to shocks and emerging stressors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The M&E Manager will be responsible for the overall development and implementation of M&E
systems, tools and processes for all USAID CEP activities. In particular, s/he will be responsible
for:
Oversight and implementation of the M&E System for the USAID-funded Community Engagement Project.
Leading and planning of all M&E activities including the midterm and final evaluations, and developing standards for data collection.
Training field staff on M&E procedures and data validation protocols.
Direct management of three M&E staff in day-to-day M&E activities, as well as technical oversight of two additional M&E staff located in field offices.
Update M&E and project management systems to reflect program progress and needs; enforce proper usage of these systems by program staff.
Collecting and analyzing information and data on the baseline/performance indicators.
Liaising with various stakeholders and project-related donors on relevant program M&E concerns.
Overall responsibility for project reporting including Weekly, Monthly, Quarterly, Annual, Final and ad-hoc reports.
Ensuring compliance with DevResults reporting, as well as GIS reporting to USAID.
Any other task assigned by your line manager.
Given the nature of the work, staff are expected to be flexible and may be asked to carry out
duties which are not specifically listed above. The job description may be revised after
discussion between the staff member and the organization.
QUALIFICATIONS
Ability to prepare clear and concise reports.
High degree of computer literacy; Excel and Word skills are essential.
Ability to manage and meet deadlines.
Ability to work independently on multi-task load.
Excellent Communication and organizational skills.
EDUCATION and/or EXPERIENCE
Bachelor’s degree in related field, preferable in business administration, public administration or international development.
6-8 years of professional experience
A minimum of 3 years of experience in monitoring and evaluation management for international development programs; USAID, or NGO preferred.
Experience with DevResults preferred.
Experience with ArcGIS or other geographic information system preferred.
LANGUAGE SKILLS
Fluency in written and oral English and Arabic. Must be able to read and interpret documents,
and communicate with others as necessary to perform job duties effectively.
MATHEMATICAL SKILLS
Basic skills and able to perform job specific mathematics.
WORKING CONDITIONS
Able to sit at a computer and operate a keyboard, for extended periods of time.
Field visits are required for this position.
